Numbered and unnumbered bureau circulars / United States Public Health Service, 1928-1951.

Numbered Bureau (or later, General) circulars were issued by the PHS on subjects of general application to the service and of a permanent nature. Subjects of transitory interest or limited application were distributed as unnumbered Bureau Circulars. Circulars relating exclusively to the activities under one of the bureau's divisions were issued as division circulars. Subjects relate primarily to the administration of the PHS and operational policy, and include information of organizational changes.

In April 1955 the Department of HEW licensed 6 companies to distribute a newly-developed polio vaccine developed by Jonas Salk of the National Foundation for Infantile Paralysis. The vaccine's effectiveness had been endorsed by NIH and the Surgeon General.
